I do not understand why, in the Bay Area, where it's never really that cold and nobody ever dresses up formally, they have two coat hooks by every seat on the mass transit.

oh, wow... they do say "Coat Hook" on them.
I was never really comfortable using them as footrests, guess that must be the reason why..... ;-)
it does RAIN here though. sometimes a lot...
For the rain, perhaps a little pouch for an umbrella would be more convenient?

I dunno.. the town I grew up in once had a stretch of 29 days where it never went above freezing.
that's the new CalTrain car - they're manufactured in Canada, where ostensibly, you have a coat. Anorak. Whatever.
Up here in Toronto (one of Canada's warmest cities) we ride the subways all winter long and almost never remove our coats.
So I really don't understand the coat hooks.
Chances are if you live in a climate that doesn't require a coat, and you have one then your going to have to have somewhere to hang it.
